Request for Proposal (RFP) Broadband Network – Network Management (Administrative and Management Support Services)

Section I – Introduction

The purpose of this request for proposal (RFP) is to invite interested and qualified companies to submit an application for Network Management.

The Yahk Area Communications Society was founded March 2007. We are a registered non-profit society and provide internet to  over 140 Yahk/Kingsgate/Kitchener residents through a  Broadband Wireless Network. Construction of the network towers began in 2008 and we currently have 7 operational towers covering approximately 100 square kilometers.

The proposal should take into account that we have are a Society under the British Columbia Society Act. There is a board of Directors that are accountable to the membership (customers) and who will over see the contract details.

The Yahk Area Communications Society believe in putting community needs first.

Section III – Project Specifications

Project Objectives
To provide continued Network Management support to the membership through the Yahk Area Communications Society Broadband Network. We are looking also for vendors who wish to improve the broadband infrastructure and service delivery to our communities and membership.

YACS will help

·           Network schematics

·           Identify funding sources for grant applications to support sustainability.

 Scope of Work

Phase 1 – Conduct technical, organizational assessment, develop preliminary plan for transition to vendors management structure. Implement plan.

Deliverables to include:
Initial assessment of Network this will include but not limited to:

·         Network Management

·         Tech support

·         Billing

·         Future development and sustainability.

Phase 2 – Develop detailed business and financial models to support grant or other funding source applications in conjunction with YACS. (Timelines may vary depending upon available of funding sources.)


Deliverables to include:
•Preliminary design modeling to achieve furthering connectivity, redundancy and potentially building backbone to newer standards.
•Business and financial modeling in support of building the network

•Final list of recommendations and suggested implementation measures to be employed

Note:  When phase 2 project has been approved additional information will be needed:
•Estimation of project cost and construction timeline
Section IV – Submission and Evaluation

How to Submit Proposals
Proposals must be received no later than 12:00 p.m. Pacific on June 11, 2018.  Once submitted, all proposal and related documents become the property of the YACS. Please apply by e-mail any firm submitting proposals must be available by phone or in person to answer questions from the proposal committee from June 14th, 15th or 18th 2018.

Time is of the essence for this project. YACS expects to select and recommend the successful proposal by June 19th 2018.

Qualified respondents will have:
1.    Experience with similar projects
2.    Demonstration of technology expertise
3.    Demonstration of financial expertise
4.    References available on request

Proposal should include and will be evaluated based on:
1.    Submitted by deadline
2.    Demonstration of understanding of scope of work
3.    Proposed approach to performing the work
4.    Outline of staff expertise, technical and financial capabilities
5.    Assurance of staff depth to meet project timeline
6.    Experience related to the project
7.    Estimate
8.    References

Right of Rejection
YACS reserves the right to reject any or all proposals received as a result of this request. YACS will not pay for any information contained in the proposals obtained from participating firms.

YACS is not liable for costs incurred by firms prior to issuance of a contract. YACS may also negotiate separately with any source in any manner necessary to serve the best interest of the membership.
